A friend of mine sent me this photo of what is left of a Lady Banks Rose. He lives in a rural landscape. He planted the roses along a fence bordering a farmed field. Any idea what caused this damage.

Hi - This looks like herbicide injury. There are some types of herbicides that can drift on air currents and cause unintended injury to ornamental plants. There is not much you can do but wait and see if the plant will grow out of the damage and produce normal growth next season. These two pages go into more detail:
