Hi- weed block materials can be useful for suppressing weeds between rows or in garden spots where no crops are planted (to prevent weed growth). It can also be used to smother weeds or winter cover crops after cutting them with a lawnmower or string trimmer. Some gardeners lay it down and plant transplants through the weed barrier by cutting an X in the material or burning a hole with a torch (this would create toxic fumes0. The downside is that it's a petroleum product that can't be recycled and breaks down slowly into microplastics. The heavy-duty weed barrier materials are woven and last for decades.
If you use it, don't cover it with wood chips or any other organic mulches because weed seeds will germinate in the decomposing mulch.
