Knockout Roses Rosette Disease? #713074

Do my knockout roses have the Rosette virus?
We have had the roses for about 3 years and they have always had beautiful blooms. The roses never produce blooms this season.  The blooms tend to abort and never fully bloom. They are also looking like stalks and have more thorns than usual.
We have sprayed regularly for fungus, mites, thrip, etc without any improvement.  
We live on the west side of Houston and have noticed many rose bushes looking like ours in the neighborhood. Typically they are all full of blooms.

I do not see the common symptoms of RRD in these pictures. The new growth on Knockouts is usually red and provides a nice contrast. This looks like normal bud expansion.

Knockout roses are low maintenance plants, unless you are seeing pest and disease issues, I would recommend discontinuing the pesticide sprays and see how the new growth grows out.
