Fuzzy White Clumps on Hydrangeas #709149

Trying to figure out the mystery of what these fuzzy white clumps are on my hydrangeas. Any ideas?

No idea.  It does not appear to be anything related to a fungus, bacteria or insect.

I’ve come to realize these are Guttation Droplets that have dried and crystallized in either a sugar or salt form. 
We have had very high humidity and my daughter has been overwatering the plant creating perfect conditions for this symptom.
