This is hollyhock thrips. These insects are usually less than 3/16 of an inch long, Their pierce plant tissue and drain juices. They tend to cluster in large groups on the lower sides of leaves. They are the white, translucent insects. The black is excrement. The flowers may die off early if the damage is extensive enough.
Prune and get rid of any injured areas on the plant. Thrips on flowers can be eliminated as soon as you see signs of damage by using a mild insecticide like insecticidal soap or neem oil, or by pruning the flowers.
Do not use general pesticides as these will be very hard on pollinators.
