Here is the response from an entomologist at the U of M.....
This is a cicada killer (Sphecius speciosus). Cicada killers are native to the US, and though fearsome in appearance and armed with a powerful stinger, rarely sting humans. Females catch and paralyze cicadas and place them in burrows underground along with their young to feed and develop. Once grown, the new adult wasps will dig their way out of the ground and look for a mate.
