Can you please tell me the name and life cycle of this weed? If seeds were dropped now (as I am pulling it) will they germinate this year if I water in?

The weed appears to be Pennsylvania pellitory (Parietaria pensylvanica).  It is an annual weed.  Plants should be destroyed by cultivating or hand pulling before they begin to flower. 

The seeds of most weed species germinate in spring/early summer.  Few germinate in late summer or fall.
