Flowering Shrub Identification #681608

Can you please tell me the name of the attached flowering shrub? Thank you!

If you live in MN and the photo was taken in early spring it is probably a rhododendron. Location and time of year, information and a closeup of the flowers and leaves are very helpful.

Picture was taken on Oct 20th in the Rogers area. It is not at my house as I noticed this driving in a development where this shrub was quite common. Thanks!

I think it is a weigela. They are a lovely shrub and very popular because they are easy to grow and typically trouble free.
