Is my Hawaiian Red Sister Bush Dead? #681575

It is severely drooping. I put some mulch on the roots, watered it, then covered it with a blanket for 5 days.
Any thoughts on how to revive it? Thank you.

Give it 4-6 weeks to see if any new vegetative growth occurs.

How will I tell it is growing again? Where will the growth be?
Should it begin to point upward again? Or do I have to prune the leaves?

The buds will be along the stem usually in the axils of the leaf (where the leaf attaches to the stem.) If you see swelling in these areas, there is a good chance that the growth will emerge. This will take several weeks since it is a tropical plant.
