Invasive plant control on non-private land can be challenging if it is unclear whose jurisdiction the land falls under. Though we sympathize with your frustrations and concerns, individuals might not be legally permitted to remove vegetation unless part of a governmental/agency program given permission to do so after receiving plant ID training. It is possible the municipality/county budget does not allow for control measures for this particular species (or perhaps in this particular area), if they are allotted to more pressing environmental threats.
You could inquire with Howard County government or the MD Dept. of Ag. about what current plans are for kudzu control overall and/or in this particular area. There are various Weed Warrior programs in MD that do just this - volunteer to help control invasive plants - and you can reach out to existing program point-of-contacts or do a web or social media search to see if there is such a program in your area.
