Leatherleaf Viburnum #677829

What is attacking the bark of this Leatherleaf Viburnum??

This is evidence of sapsuckers, a kind of woodpecker that feeds on the sap and the insects attracted to the sap.  Usually the holes are round and in a row. Sometimes they are squarish, like your shrub's. 

Woody plants can tolerate an amazing amount of sapsucker feeding with no ill affects.  You do not need to take any steps.
