Help identify this beach debris? #676819

Hi, can you help us to identify this? We've been finding these balls along the Western Shore (Kenwood Beach area, Port Republic). We're concerned b/c it looks like something a turtle or perhaps other marine creatures might ingest. Someone told us they look like the balls used for clean-out at the Calvert Cliffs nuclear power plant. I've looked those up - apparently they're called "clean out balls", for pumping concrete pumps, etc. Do you know if that's what these are? And is there some place we should report finding them?
