I think it is the remnants of Cedar Apple Rust.https://extension.umn.edu/plant-diseases/cedar-apple-rust
Do you have any Cedar Trees in the vicinity of your apple trees?
Thank you. No cedar tree in the yard here, maybe in other yards. I couldn't find any pictures of this occurring in actual apples.
