Yellowing pine needles and yellow green exudate #672836

Just notice yellowing/browning of pine needles— more distal than proximal to trunk, which has gummy yellow green exudate dripping over patches of stripped bark.

We can't determine what's causing the tip die back by viewing photos. What we can see resembles tip blight or perhaps shoot moth or shoot beetle damage.

What we see on the pine trunk resembles evidence of damage caused by pine pitch mass borer or Zimmerman pine moth larvae.
