I believe this to be an immature female black and yellow argiope spider (also called yellow garden spider and a few other common names), Argiope aurantia. The coloration is a bit "off", but considering it is an immature (not fully adult) female I believe this is normal. These are common in the Pacific Northwest, so no need to worry. They are not known to be poisonous to humans and are very beneficial.
