Limber pine drooping #666900

Why is this limber pine drooping and can it be saved? I planted 3 of the same limber pines this spring and have been monitoring watering by checking the soil and only watering when it is dry. The site is full sun, on a slope & soil is sandy loam. 2 of the 3 trees are doing good but one is continually droopy on new growth. Needles are browning out in the center.

Thanks Steve! Attached are some more photos of potential problem areas. I am not sure if these are indicators of WPBR based off of the images on the site. There is Ribes near by, however they currently do not show symptoms.

It also show rusty spots which are seen in the middle picture as well.
