We have these red bumps on the whole tree that was planted at our villa 9/2019. Are these halls and how do we treat them?

They are galls and you could not have prevented them. They are the tree's reaction to tiny insects laying eggs on them. They are not harmful but just cosmetic. Make sure to clean up all leaves as they fall this year and dispose of them.
