Mysterious white insect #663470

Hello! Can you identify this insect? It is slow moving, tiny, prefers the underside of these wildflowers (?not my garden, don’t know what the plant is either). The plant is suffering from downy or powdery mildew. Your help is greatly appreciated. It seems we have a soil problem in the neighborhood and I believe ticks are far worse this year- they’re not just in wooded areas anymore.

You can control with insecticidal soap.
That is powdery mildew. You can often control it in the earliest stages by knocking it off with the garden hose.

Powdery mildew is airborne.
