Can this be treated??   What product??? When and how to apply??

You have asked about pitch pine borer, are you referring to Pinyon Pitch Mass Borer, Dioryctria ponderosae? This borer attacks pinyons, ponderosas and other pines.

Adult moths are active from late June-August, two thorough preventive bark sprays are recommended per season.  Please see the documents for the recommended chemicals and descriptions.
