My Austrian pine or mugo pine has really brown needles every year. Is the any treatment that can help?

Since it is happening yearly and eventually goes away it seems like it might be winter desiccation. Water over the fall and winter and see if that helps. Here is a fact sheet with information on fall and winter watering: https://extension.colostate.edu/docs/pubs/garden/07211.pdf
