This broad leaf plant comes up every year. Have never seen a bloom. About 4-5 ft. high and wide. What is it?

This looks like a sapling Empress Tree (Paulownia tomentosa), an invasive tree from China. Flowers won't appear for years, given its age. It probably was introduced to North America as a timber source, as its wood is valued in Asia.

It should be removed - cutting it down a few times may be easier than trying to get all of its roots out.
