cabbage head not forming #656985

Hello, I have a group of cabbage plants not forming heads. This group was a started from seed inside and is my first planting that received cold weather. Heads did not form, only a cluster of center leaves. My second planting, also started inside is forming heads. I do not believe the seedlings vernalized. Attaching a photo of one head just harvested and one with no real head that was planted first. Any thoughts?

Hi- if cultivar, soil, sunlight, spacing, water, nutrients, transplant size and condition were pretty much the same for the two plants then environmental stress (variable and extreme weather conditions early in the season) is the most likely cause for the failure to produce a head.

Although it's from the Southern hemisphere, this is a pretty good list of possible reasons why cabbage plants don't produce heads:
