We planted Dwarf Sugar Snap Peas and this year put up a fence around them (see pic) to keep bunnies away. That caused them to all go straight up. Last year we let them droop where ever. So this year, the flowers all seem to be at the top of the plant. Would it be better now to take the fence away and let them droop? So sun can get lower? Will more flowers appear lower? I think last year the peas were all up and down the plant.

Thanks for the question. An advantage of the dwarf cultivar is not having to trellis the plant. You are probably correct that more sun would be helpful in more blooms lower on the plant. The weather may have also played a factor in less blooms earlier. Peas, being nitrogen fixing, may not blossom well if too much nitrogen is introduced. Nice looking garden.
