Can you tell me what disease my blue spruce has and whether or not I can treat it?

It looks like your blue spruce has tip blight:
It's been a wet spring and many plant diseases are noticeable this year.
You can prune out the diseased tips if you like.
It's too late to use fungicides, which help prevent plant diseases but don't do much after the disease has already taken hold.
