Hi,
You will have to keep an eye out for the insect that is causing the damage. There are a number of creatures that could possibly feed on lilacs. Just from looking at the damage, there is no way to tell which one it is. Realistically unless the insect is consuming half or more of a plant, there is no reason to bother controlling it. The leaves will grow back.
