How to cut back an overgrown euonymous #648487

Can I severely cut back this huge euonymus in the 2 attached photos - ideally to near ground level, or to a very low level? If not, how far can I cut it back and at what time of year? During or after the growing season? It's healthy and blossoming now. Thank you.
