Hello,
I believe the manure I put in my garden contained aminopyralid or another herbicide. The ranch we received the sheep manure from mostly uses organic hay, but I think it could have come from the bedding. Would herbicide damage also affect cosmos planted nearby? We were surprised when only a few of our peas sprouted and we have tried two rounds of basil seeds, and none of them sprout. Our bush beans have thick tall deformed stalks and no leaves, and our tomatoes are curling and withering. It doesn't appear to be leaf curl either. Thank you!

From what I can tell from the photos, the symptoms- curling, twisting, smallish leaves- is consistent with herbicide injury. The herbicide could affect anything that it cam in contact with.
