The vast majority of my canes have not produced growth this year and those that have are very diminished in size with leaves that appear to be dying and or yellowing

Hi,
It is very likely in that case that you are having rotting issues of the plant root due to water logging and possibly even due to disease causing organisms. You need to try growing raspberries in a different location at your site. A higher land, well-drained, full sun site works best.
