We can't tell details we usually see, for instance, Common Mullein leaves are soft and kind of furry like lambs ear. It is also somewhat usual to see so much puckering on the leaves. Otherwise it does look similar.
The flower spike should be very helpful to determine the id.

Thank you! I think it is Olympic (or Greek) Mullein. It seems to have that puckering you mentioned.
