These grow in clusters and are already about 12" to 16" high by early May. I thought it might be garlic mustard, but after looking at other pics of that plant, I have second thoughts. The root system is densely clustered and not very deep. See pics. Thank you!

Yes it is a weed. I can't tell you the name of it right now but if you want to submit another photo when it is in bloom I could id it then. I would just pull it and get rid of it.
