looks like small ants.  I would need a larger, in focus image to say much more.  There are several species which scavenge for scraps.  Keep the area clean, and they will look somewhere else for food.  If you watch them, you will see the paths they take and determine where they are coming from.  Some species will live in your home for years and only by chance, such as this, you notice them.  They have been cleaning up little scraps and crumbs they find in cracks and crevices.

You can get baits for some species of ants but in that case you need to tolerate the ants for a few weeks while they take the bait back to the nest and eventually feed it to the queen and kill her.
