Austrian pine brown on the top #633690

We have two out of six Austrians that are brown on top. Is the tree dying? I've seen several comments from a neighborhood FB group that it could be freeze from October of 2019.  They have been in the ground since Oct 2012 and otherwise appear healthy with new growth. Should the top be cut? Is there any hope for these trees, I sure would hate to lose them? The trees are about 20-25 feet tall.
