What is this low growing plant?
The second photo is of a plant that looks similar, but is 3 feet or so tall. Can you also tell me what it is?

They are both Euphorbias--also known as spurge. There are thousands of varieties out there, but it's likely related to one of these Mediterranean Spurges: https://www.rhs.org.uk/Plants/Search-Results?query=mediterranean%20Euphorbia
