Your insects are immature insects. Some are easily identified even in that stage of life such as the lady bug larva (see the link) https://biocontrol.entomology.cornell.edu/predators/ladybeetles.php
However, I have not seen insects that look like yours in the photo provided. If you allow them to get to the next stage of their life, I might be able to help.
As to your oak I would recommend you hire an arborist. They can determine whether it is age, or growing conditions that might be causing the problem(s) with your oak. It isn't related to the insects. The link I've included gives you some ideas of what to consider when calling to hire the arborist.
