Could you identify this small black bug that's in our house?

It is a species of weevil, but I can't tell you what specific weevil it might be. There are hundreds of common species. Only a few are commonly found inside buildings, and two species that look a lot like the one in your photo is the rice weevil and the granary weevil. Both can infest stored dried food products like rice, beans or whole kernel corn.

If you actually have an infestation inside a package or container of stored dried grains, A a fogger application of an insecticide will not likely get to the insects and kill them. In fact, you would not want it to, as that would mean insecticide residues in your food.
The only truly effective way to deal with stored product pests is to thoroughly inspect all possible food sources that the insects could use and dispose of any which are infested.
