Camellia Problem #611986

Today I cut some of the beautiful blooms from my low, spreading shrub. The shrub looks completely healthy this year, with more bloom than ever, but then I saw the BACKS of the leaves. What is this? And what can I do about it? Thank you in advance for advice -

Your plant appears to have oedema, a condition described here: https://pnwhandbooks.org/plantdisease/host-disease/camellia-oedema As you can read, this is more of an environmental (abiotic) issue than one of disease or insects.
