A very small black bug with wings #605551

There are many of them,A they bite very bad. Mostly bite on feet or anywhere on body. I suspect they're coming from plants.

That is a flea.

Because of the dry climate, fleas in homes in Colorado are rare, compared to other areas of the country.  Most every flea in a home in Colorado comes from the den of an animal that provides more humid conditions, either fox/skunks (which support the flea Pulex irritans) or rabbits/squirrels (which support Hoplopsyllus species of fieas.) 

Does this fit your situation - are there fox/skunks or rabbits nesting in the near vicinity of the building where these occur?
