heavy infestation of white fly/ fungus #598834

I had a beautiful garden of Coleus several varieties. Also planted next to the coleus is a container with two large Mandervilas. Both the Coleus and Mandervilia are covered in white fungus and what I believe to be white fly. Today I pulled all the Coleus, but there is so much dead leaves and white stuff on the ground, I'm afraid to plant anything without treating the ground and the soil in the container. What can to do about the heavy infestation of white fly/ fungus and how can I keep it from spreading? I had treated the plants several times with Organicide 3 in 1 just didn't work. No treatment of soil is necessary.
