What is this bug, encountered in Ulster County #595488

I stopped.outside a friend's trailer in Bloomingburg and this bug landed on my car window. What kind of bug is it?

The images are out of focus so I can not see enough for a good identification. it could be a western conifer seed bug but I can not be positive.
