It looks like deposits from a mouse.
It would be normal for them to be outside and there is nothing you need to do.

Thanks, I was just worried because I see little specks in there and also wonder how it could have got on top of my car?
Mice can climb things. It is also a possibility that it's a bird dropping that came from up above. It's nothing thing to worry about.
