Unfortunately, the image is very blurry, so I can't assess exactly which fungi are growing, but my guess is some wood rot fungi.  If they are wood rotters, the fungi you see on the bark are usually evidence of extensive fungal growth inside the branch, and therefore the tree should probably be evaluated for structural health, especially if the limbs hang over any pedestrian ways or driveways.

It's still too blurry to give a good ID, but I think the orange mushrooms are chicken of the woods. They are found on live or dead oaks but usually it is an indicator of a dying tree.
