Can you tell me what this is? This is a santa rosa plum tree. Big bubles of sap? infection? Cure?

The tree is experiencing gummosis which can be caused by a few different things. It could drought stress or mechanical injury. It could be a fungal disease called cytospora canker, here is a link to the fact sheet: https://extension.colostate.edu/topic-areas/yard-garden/cytospora-canker-2-937/
It could also be the shot hole borer, here is the link to that fact sheet: https://utahpests.usu.edu/uppdl/files-ou/factsheet/ENT-171-13.pdf Be advised that timing is critical if you choose to treat for the borer with chemicals so be sure to read the label.
If you can't narrow it down to one of these I would suggest contacting a certified arborist to take a look.
