Please see the attached photos of Hawthorn trees in Annapolis. This appears to be rust but I'm not sure which one and if that will affect the treatment. It was my impression this would be a winter pruning and possible spray next spring when they start to bud. Or this that for Blight?

This does look like rust, possibly cedar/quince (on hawthorn) but it doesn't really matter.  
These issues generally don't do enough harm to warrant treatment.
