What pest is eating our lupine leaves in Evergreen gardens? #580674

Several of us toured the community gardens (maintained by the Evergreen Garden Club) in Evergreen today and we saw many lupine leaves which had been badly chewed. Do you know what is causing this and what would be the best way to remedy it? Thank you very much
