Those are stink bug immatures hatching out of their eggs. I can’t be sure from the picture but they appear to be brown Marmorated stink bugs, which is a new and serious invasive pest in North America, including Oregon, and unfortunately clematis is one of its many host. To be certain of the identification, you can take samples to the Yamhill extension office.
