Magnolia needs help! #577260

Hello, Around the last week in June I was standing on my sidewalk under my large magnolia tree talking to my neighbor and felt drops of something fall on me. I looked at the ground and noticed there were speckles of sticky sap droppings everywhere. I looked it up and found it was a serious problem that needed exact timing on treatment. I have since noticed two weeks later that while there isn't anymore sap dripping, but the buds/fruit are dropping. I went to look at the poor tree and as I looked up, my jaw dropped when I saw the underside of all the branches were covered with white spots. I took a picture of the white spots and attached it below. I live near Lexington and Selby in St. Paul. Please advise. Thank you so much
