White lumpy material on Thornless Hawthorn tree #576834

What is the cause and treatment for this? See three pictures

The leaves of the tree also weep a sappy liquid that covers the ground beneath the tree's canopy. Overall the tree looks healthy. It is probably 15-20 years old.

These appear to be Hawthorne mealybugs. See the following links:
https://planttalk.colostate.edu/topics/insects-diseases/1457-hawthorn-mealybug/  The honeydew they secrete would be what looks like sap on the leaves and under the tree.

Great information. This looks to be exactly the issue.
Would a systemic (drawn up through the roots) kill the mealy bugs. I’ve used a systematic drench product on my Spruce trees for borers and it worked great. Fertilome brand.
