oak tree decline #572988

I have a live oak it has been alive and growing in Maryland since my mother planted it in 2000. last year I noticed it had some branches that did not get leaves. I though it was because of the cold winter. It's not gotten any new leaves yet this year and the old one still on it are looking bad. I though there might bad a parasite or fungal infection...I saw some webbing but your mite pages says they attack evergreens could this be the problem?

Sorry, but this tree is dead. It most likely has been declining for a number of years. At this point, it is not possible to say why it has died. We do not have sufficient information for a diagnosis. Replanting another tree is recommended.
