What is wrong with this apple tree? #572047

Hello, our client brought in some clippings from his apple tree. He said some of the leaves have these brown spots and they are curling and withering. The tree is about 8 year old, 8-10 feet tall and is located in his backyard. This is the only tree that has the brown spots.

I do not recognize the symptoms. It is not scab so the black spots could be black rot. The brown flower spurs are probably not fire blight but I would need to see more of the tree.
