Japanese lilac tree leaves not blooming #569632

Hi, We have a Japanese lilac tree in our front yard that has consistently had leaves and bloomed flowers every year. However, this year, only about 1/3 of the tree has leaves. The remaining branches vary from having no buds, buds that have not sprouted, or buds that have sprouted the smallest leaves you've ever seen. My husband did trim some small branches last year but it was only a few small branches that were low hanging. The tree sits in a landscaped area, contained by a retaining wall.

We love this tree dearly so am hoping that there is something we can do to help it keep healthy. Attached are some photos of what it looks like. Might you have any idea of what the issue is? If it is something that is able to be resolved by a specialist, any suggestions on a company that we could use? We're willing to do pretty much anything to save it. Any help you can provide would be much appreciated! Thank you!

Thanks for the question.  I am sorry to hear about your lilac.  They are very beautiful trees.  We have been getting numerous questions about shrubs and trees not leafing out and/or not developing flowers this spring.  We believe that the very cold temperatures of last January, coupled with insufficient snow cover and unusual spring weather, are the culprits behind this.  From your comments and the pictures, it would appear that these environmental factors hindered the development of leaf and flower buds, perhaps even directly killing them.  The tree may survive but its growth may be compromised by a lack of leaves.  Because you have such an affinity for this tree, I am hesitant to say much more using only the pictures.  I believe that it is time to enlist the services of a professional, licensed arborist.  As volunteers master gardeners of the University of Minnesota we are unable to make recommendations as to specific business enterprises.  However the following University of Minnesota publication should guide you in this selection:
